In February, 2011, the 2011 theory-discussing meeting was held in Shanghai Institute of Optics and Fine Mechanics (SIOM). The leadership of SIOM and supportive departments attended the meeting. The meeting was presided over by SIOM director Ruxin Li.

At the meeting, Prof. Ruxin Li conveyed the spirit of 2011 CAS annual working conference and Deputy Principal Jianda Shao introduced the "Innovation 2020" plan. The authorities of supportive departments reported the “12th five-year-plan”, and listed the main points and the key working plans of 2011. Recommendations to management of the departments were also proposed. Finally, the leadership of SIOM put forward some specific quantitative requirements and priorities for the year.

The meeting made clear the work in 2011, and put forward some requirements in work and the corresponding measures according to the development and present situation of SIOM. After the meeting, the departments will follow the spirit of this meeting to carry out work with rigorous and scientific attitude, innovative spirit, and pragmatic style.
