The start ceremony of the research and Manufacture Center for High-Power Laser Components construction, SIOM, was held on Jan.3, 2009. The Vice president of Shanghai Branch Chinese Academy of Sciences, ZHU Zhiyuan, the Vice Head of Jiading District, FEI Xiaomei, and the Director of SIOM, ZHU Jianqiang attended the ceremony and addressed their orations. The Party Secretary of SIOM, LI Ruxin, the Vice Directors of SIOM, SHAO Jianda and ZHU Rurong, the Secretary of Work Committee and Vice Executive Director of Jiading Industrial Zone, YU Jianhua, and the Vice Secretary of Party Work Committee and Vice Director of Jiading Industrial Zone, WANG Jie also took part in the ceremony. The Vice Director of SIOM, ZHU Rurong, presided the ceremony.

   At the start ceremony, the leaders including ZHU Zhiyuan, FEI Xiaomei, ZHU Jianqiang, LI Ruxin et al. laid the foundation of the Research and Manufacture Center for High-Power Laser Components, SIOM, together.

   The Vice president ZHU Zhiyuan said in his speech, that SIOM has very high research strength as an important research entity. He hopes that SIOM can seize the right moment and speed up the development of the Research and Manufacture Center for High-Power Laser Components. SIOM is quite competitive and preponderant in the field of high-power laser components. Facing the requirement from the State and the frontiers of the S&T development during the Phase III Knowledge Innovation Project, leading the innovation in this research area, and focusing on the national important special projects, are crucial to the future of SIOM.

   The Vice Head, FEI Xiaomei, stated in her speech that, during the 50-year construction of the Jiading Science Satellite City, the principle of using scientific innovation to guide the economic development is always held. The good partnership between the district and the regional universities and research institutes has been established, and achieved delightful progress. Among the total value of industrial production of Jiading District, 40 percent comes from scientific and technological enterprises, and 15 percent comes from high technology enterprises. A lot of state-level research projects, with the production base of SIOM being the representative, have been set in this region in succession, which means a new historic opportunity for the Jiading Science Satellite City. It will be a great contribution to the economic growth of Jiading that SIOM establishes such a high-level, high-standard and high-technology industrial base for R&D and manufacturing. She also expressed her wishes that the related administrative sections and the Jiading Industrial Zone may actively support, help and serve the base, as they always did.

   The Director ZHU Jianqiang said that the start construction of the Research and Manufacture Center for High-Power Laser Components is an important action of SIOM to study the Scientific Concept of Development in depth and advance the “3+1+1” strategy, and is a significant milestone in the developing process of SIOM. The launch of a new research and manufacture center will raise the curtain of the following leap-forward development of SIOM.

   The designed area of the Phase I project of the Research and Manufacture Center for High-Power Laser Components is 29k square meters, and the total investment is 240M RMB.
