The Center was established in 2012. Wan Gang, then Minister of Science and Technology, and Lee Chow-ho, then Minister of Science and Technology of South Korea jointly attended the unvailing ceremony.

Through various academic activities, the Center aims to strengthen the exchange of scientific and technological personnel between the two sides, strengthen the exchange of scientific and technological information, and actively promote the establishment and implementation of relevant scientific and technological cooperation projects in accordance with the needs of high energy density laser physics and technology cooperation between China and Korea.

Under the bilateral agreement, projects were initiated and carried out bewteen SIOM and Korea Atomic Energy Research Institute, which pave a solid foundation for "Better Cooperation Makes Better Science".
